Important Notice to Homeowners Regarding FEMA Hazard Mitigation Program Assistance

The Borough will be submitting a Letter of Intent to Ocean County by March 22, 2013, as required by FEMA advising the County, State Office of Emergency Management, and FEMA, of the Borough’s intention to participate in the program. If homeowners wish to participate in the program, they are advised to complete the form below. All of the required information must be submitted no later than March 15, 2013.

In accordance with the New Jersey Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., the Tuesday, January 29th regular meeting of the Borough of Seaside Park Planning Board has been re-scheduled to begin at 6:30 p.m., at the Township of Toms River Municipal Complex in the second floor Council Meeting Room located at 33 Washington Street, Toms River, NJ. It is anticipated that resolutions will be adopted authorizing the Board to meet in Executive (Closed) Session for the purpose of discussing litigation. The previously scheduled 7:00 p.m. regular meeting of the Planning Board will begin at the conclusion of the Executive Session. It is anticipated that formal action will be taken.

In accordance with the New Jersey Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., notice is hereby given that the Mayor and Council of the Borough of Seaside Park will hold its regular meeting on Thursday, January 24, 2013 at 7:00 p.m. in Mancini Hall located inside the Toms River Branch of the Ocean County Library at 101 Washing Street, Toms River, NJ, beginning at 7:00 p.m. It is anticipated that formal action will be taken.

The last day of collection for Sandy generated storm debris will be on Friday, February 1, 2013.  After that date only household garbage will be collected per the following schedule – Monday and Thursday (Oceanside) – Tuesday and Friday (Bayside). 

Removal of any other storm related debris will be the responsibility of the homeowner.

 Normal curbside recycling pickup is still suspended.  If you have recycling that needs to be picked up, please call 732-793-3700  to request a Wednesday pickup.   The Seaside Park recycling yard at 14th and Barnegat Ave is also open for your convenience.

 Household hazardous waste and paint cannot be placed at the curb.   Please call Ocean County Solid Waste Management at 732-244-8396  for more information regarding household hazardous waste.

 The paint drop off at the Public Works Department is also temporarily suspended.  Please bring your paint to another Ocean County drop off center.  A list of drop off locations can be found on their website:

  • As of 6 A.M. Thursday January 17th the checkpoint located on Rt. 35 South will be discontinued
  • All traffic devices located on the roadway along Porter Avenue with the purpose of detouring traffic will be removed
  • Residential Stickers and Work Entry Permits are discontinued
  • The 6 P.M. to 5 A.M. pedestrian curfew will remain in effect
  • The Beaches, Boardwalk, Marina, and Bay front areas remain closed
  • Please report any and all suspicious activity no matter what time of day or night to the Seaside Park Police Department (732)793-8000

At the January 10, 2013 Council meeting, Andrew Sbordone was selected and sworn in as Councilman to fill the unexpired term of Jack Moyse. Mr. Sbordone is a retired school administrator and former member of our Zoning Board of Adjustment. He and Betty reside at 30 H Street.

On December 27th, the Council adopted Ordinance 1613, establishing a single land use board in place of the Planning Board and Zoning Board of Adjustment. New Jersey state law allows municipalities having a population of 15,000 or less to pass an ordinance replacing the zoning board and allowing a new planning board to also exercise the powers of a zoning board.

The new Planning Board will consist of nine members, including the mayor (Class I), a borough official (Class II), an additional member of the governing body (Class III), and six non office holding citizens (Class IV).

DECLARATION OF LOCAL DISASTER EMERGENCY

 

TO ALL RESIDENTS AND PERSONS within the BOROUGH OF SEASIDE PARK, OCEAN COUNTY, NEW JERSEY and all Departments of the municipal government of the BOROUGH OF SEASIDE PARK:

WHEREAS, N.J.S.A App A:9-40.5 authorizes a municipal Emergency Management Coordinator to proclaim a state of Local Disaster Emergency as definded in N.J.S.A App A:9­33.1. whenever a disaster has occurred or is imminent within the municipality; and

WHEREAS, N.J.S.A App A:9-40.5, also empowers the municipal Emergency Management Coordinator to issue and enforce such orders as may be necessary to implement and carry out emergency management operations and to protect the health, safety, and resources of the residents of the municipality; and

WHEREAS, the Borough’s Emergency Management Coordinator has determined that certain areas within the Borough of Seaside Park should be declared Local Disaster Emergency areas and certain measures must be taken to insure the orderly flow of traffic and protect the health, safety and resources of the residents of the Borough of Seaside Park

NOW, THEREFORE, in accordance with the provisions of N.J.S.A App.A:9-40.5, it is hereby declared:

1. The following area(s) is/are hereby designated as a Local Disaster Emergency area:

a. The entirety of the Borough of Seaside Park located east of Ocean Avenue, inclusive of Beaches, Boardwalks and Piers and Ocean Avenue itself.

b. The entirety of the Borough of Seaside Park located west of Bayview Avenue, inclusive of Beaches, Piers and Playgrounds, from 14th Avenue to I Street

c. The entirety of the Borough of Seaside Park west of Lake Avenue and north of 0 Street.

d. Any Dock, Pier, Gangway or Bulkhead within the Seaside Park Marina.

e. ANY AREA that Seaside Park Emergency Management Personnel deem unsafe.

f. ANY RESIDENCE or PROPERTY which had been deemed unsafe or uninhabitable or condemned by Borough of Seaside Park Construction, Zoning, or Code Officials.

 

2. In addition to the existing laws of the State of New Jersey and Ordinances of the
Borough of Seaside Park, the following Emergency Orders are hereby issued:

a. Only civilians possessing either a valid Re-Entry Sticker or an Entry Work Permit issued by the Borough of Seaside Park will be granted access into Seaside Park.

b. Movement of residents and homeowners within the Borough of Seaside Park will be limited to their property and are only permitted to travel directly to and from their residence.

c. Movement of contractors, plumbers, electricians, inspectors, adjusters, etc. within the Borough of Seaside Park will be limited to the property/s that are under construction and are only permitted to travel directly to and from said property.

d. Contractors, plumbers, electricians, inspectors, adjusters, etc. are only permitted within the Borough of Seaside Park between the hours of 0700 and 1600

e. Civilians are prohibited from entering the above listed Local Disaster Areas

f. Civilian pedestrian traffic is prohibited

g. Unnecessary vehicular traffic is prohibited

The temporary Seaside Park Borough Hall located at 10 Allen Street in Toms River will be open for business Monday through Friday from 8 A.M. till 4 P.M.

There will no longer be weekend hours.
