PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the BOROUGH OF SEASIDE PARK for the MARINA SHORELINE STABILIZATION in BOROUGH OF SEASIDE PARK, OCEAN County, New Jersey.
 
Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers. Contact shall be made by phone or by email to make bid purchase arrangements. At 732-286-9220 or by submitting RVEbidinterest@rve.com.
 
Said Bids will be received, opened and read aloud in public at the Municipal Building, 1701 North Ocean Avenue, Seaside Park, NJ 08752 on July 27, 2022 At 11:00 A.M.
 
Electronic download link for copies of the bid forms, contracts and specifications may be obtained from said Remington and Vernick Engineers, by prospective bidders upon request, upon payment of the sum of $50.00 for each set. Should interested bidders not have the ability to handle electronic download sets, a set may be arranged to be sent overnight by calling 732-286-9220.

The Borough Of Seaside Park reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Borough Of Seaside Park.
 
Bids must be on the bid form prepared by Remington & Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Sandy Martin, Clerk, 1701 North Ocean Avenue, Seaside Park, NJ 08752.
 
Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Borough Of Seaside Park in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.
 
The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Borough Of Seaside Park in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Borough Of Seaside Park in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.
 
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.).
 
The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid.
 
The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.
 
The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

Sealed bids for work entitled:
DEMOLITION OF BOROUGH PROPERTY
BLOCK 27, LOTS 10, 11, 12

 

will be received by the Borough of Seaside Park in the Municipal Building Conference Room, Seaside Park, New Jersey, on Tuesday, June 28, 2022, at 10:00 am, the prevailing time, at which time and place they will be publicly read aloud. Bids may be hand-delivered or mailed by certified mail. No bids will be accepted after said hour.
The work involves the demolition of all structures located at 215 SW Central Avenue, the removal of debris and regrading.

Specifications and bid proposal forms may be obtained by contacting the Borough Administrator’s Office, 1701 North Ocean Avenue, Seaside Park, New Jersey, in person between the hours of 8:30 a.m. and 4:30 p.m. daily, except Saturdays, Sundays, and holidays or by e-mailing the office at TSeaman@seasideparknj.org. Bids proposals shall be made on the forms provided and attached to the specifications, which shall be submitted intact.
The bidder must deposit a certified check or cashier’s check made payable to the order of the Borough of Seaside Park, or a duly executed bid bond in the amount of 10% of the bid, but in no case in excess of $20,000.00.

Bidders must comply with the following New Jersey Statutes:

P.L. 1975, Chapter 127 – (Affirmative Action Program) – N.J.A.C. 17:27
P.L. 1977, Chapter 33 – (Statement of Ownership)
N.J.S.A. 40A: 11-18 – (American Goods and Products used where possible)

Bid proposals must be placed in sealed envelopes addressed to the Borough of Seaside Park, 1701 North Ocean Avenue, Seaside Park, New Jersey, and marked clearly on the outside of the envelope, “Demolition of Borough Properties”.  The Borough reserves the right to reject any and all bids or to waive any minor informalities or irregularities in the proposal received and to accept the bid which is in the best interest of the Borough.

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the BOROUGH OF SEASIDE PARK  for the WELL NO. 10 TREATMENT FACILITIY in BOROUGH OF SEASIDE PARK, OCEAN COUNTY, New Jersey.

In general, the work to be performed under this project includes all necessary construction to provide a new, complete water treatment facility for the Borough of Seaside Park in Ocean County, New Jersey, as intended in the contract drawings and as required by the New Jersey Department of Environmental Protection (“NJDEP”), Bureau of Water System Engineering (“BWSE”).

A person bidding on a contract for the erection, alteration or repair of a public building, structure, facility or other improvement to real property, the total price of which exceeds $100,000, shall furnish a guarantee as provided for herein.  A contracting unit may provide that a person bidding on any other contract, advertised in accordance with law, shall furnish a guarantee as provided for herein.  The guarantee shall be payable to the contracting unit so that if the contract is awarded to the bidder, the bidder will enter into a contract thereof and will furnish any performance bond or other security required as a guarantee or indemnification.  The guarantee shall be in the amount of 5% of the bid, and may be given, at the option of the bidder, by certified check, cashier’s check or bid bond. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.

The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Borough Of Seaside Park  in a lawful manner.  The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Borough Of Seaside Park  in a lawful manner.  The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.

This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10.

The project is funded in part by the New Jersey Environmental Infrastructure Trust and the successful bidder must comply with all provisions of N.J.A.C. 7:22-9 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). This invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements. The agencies specified in N.J.A.C. 7:22-9.13(a)8 will have a list of eligible SED firms and shall, upon request, provide them to the MUNICIPAL CORPORATION. The MUNICIPAL CORPORATION, during the bidding phase, will provide copies of the list to all Contractors on unrestricted contracts.

Contractor shall be required to comply with the Project Plan developed by the Borough Of Seaside Park  fulfilling the SED utilization. All prime Contractors will be required to submit a SED Utilization Plan to the Borough Of Seaside Park  and the NJDEP Office of Equal Opportunity and Public Contract Assistance no later than thirty (30) days after notification that they are the low bidder. The Contractor shall award no less than ten (10) percent of the total amount of all contracts for building, materials, equipment or services for the project to SED’s.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (P.L. 1975, c.127, Affirmative Action); P.L. 1963. C150 (New Jersey Prevailing Wage Act); and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et.seq.).

Pursuant to N.J.A.C. 10:5-33, “Bidders are required to comply with the requirements of P.L. 1975, c. 127.”

The contractor is further notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing stockholders with his bid.

The contractor is further notified that he must comply with P.L. 1999 c.238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.

The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid.

The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.

The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

Section 746 of Title VII of the Consolidated Appropriation Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations, Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps, and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

In accordance with N.J.A.C. 7:22-3.17(g) and N.J.A.C. 7:22-4.17(g), all applicable surety bonds required in connection with the advertisement and award of building contracts or sub-agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the United States Department of Treasury.

This procurement has been advertised in accordance with the “Fair and Open Basis” and nothing further shall be required under the Pay-to-Play Legislation (N.J.S.A. 19:44A-20.7).
